Job Purpose: Provides strategic leadership for the planning, development, and maintenance of public infrastructure.

Job Responsibilities: • Develop, implement and manage strategic goals, policies and procedures in alignment to the municipality’s strategic objectives. • Direct and manage technical services directorate function including Water and Sanitation Services, Road & Storm Water operation and maintenance services, Project management and Electrical services. • Provide direction and guide on infrastructure and Technical( services related project programmes through effective planning and management • Monitor and evaluate specific activities to ensure effective development and execution of programmes/projects. • Ensure that all projects identified under DORA are efficiently and effectively implemented, while ensuring the existence and implementation of a robust operations and maintenance programme for existing municipal infrastructure • Responsible for the effective and efficient leadership and financial management operations in the municipal engineering sector to ensure that the Integrated Development Plan and other infrastructure development plans, Report directly to the Municipal manager.

Role Requirements: Bachelor of Science Degree in Engineering/BTech engineering; or equivalent qualification. 5 years’ experience at middle management level or as programme/project manager, 3-4 years must be at professional/management level engineering management experience. Must be computer literate, Certificate in MFMP or CPMD in line with minimum regulation on competency Level (or commit to attain such within 18 months of appointment). Excellent communication and negotiating skills at levels of government. Good skills in conflict resolution, problem solving and ability to be decisive, Sound knowledge and understanding of relevant Policy and Regulations and good understanding of institutional governance systems and performance management, sound knowledge of and exposure to local government operations and municipal financial, must be able to formulate engineering master planning, project management and implementation, Registration with ECSA and/or recognised relevant engineering professional body will be an added advantage, Valid driver’s license.
